Health Insurance (CNAS) — what it is, what it covers and how to check if you are insured

What is health insurance

Health insurance is the monthly contribution paid into the National Health Insurance Fund (FNUASS), administered by the National Health Insurance House (CNAS). If you have a legal employment contract in Romania, your employer must pay this contribution from your first day of work, directly from your salary. This automatically gives you access to the public health insurance system — you do not need to register separately.

What can you use it for / what does it cover

  • Choosing a family doctor and a health insurance house
  • Preventive care and regular medical check-ups
  • Consultations and treatment in clinics and hospitals that have a contract with a health insurance house
  • Emergency medical care
  • Some dental services
  • Physiotherapy and rehabilitation
  • Medical devices and prescribed medicines (partly or fully covered, depending on the treatment)
  • Confidentiality of your medical information — no one may disclose your diagnosis without your consent

Why it is important

Without health insurance, you have to pay the full cost of consultations, tests, treatment and most medicines — costs that can become very high if you suddenly become ill or have an accident. With active insurance, you can receive these services free of charge or at a reduced cost. In practice, health insurance is a safety net if you face a medical problem that you cannot predict and, often, cannot afford to pay for yourself.

How to check if you are insured

You can check your insurance status online, free of charge and within a few seconds, through the SIUI platform (Unique Integrated Information System), administered by CNAS:

Check your insurance status on SIUI — https://siui.casan.ro/asigurati/

  • You only need your CNP (personal identification number, shown on your identity card or residence permit) and the verification code displayed on the screen.
  • You do not need an account or password — you can check from a phone, tablet or computer.
  • The result shows whether CNAS records you as actively insured.
  • It is a good idea to check again a few days after your employer has submitted the contribution declaration (D112), because the system may need a few days to update your information.

Important to know

Even if you do not yet have proof of insurance, emergency care is not refused — hospitals must treat life-threatening emergencies, infectious disease risks and pregnancy-related care, regardless of your insurance status.

A real problem you should know about

Some workers pay the health insurance contribution every month through their employer, but the system may still not recognise them as insured — often because their residence permit is still being processed, or because the payment has not yet been synchronised with the CNAS database. If a doctor tells you that you are “not insured” even though your employer deducts the contribution from your salary, ask your employer for proof of payment (D112) and take it with you to the doctor — this is a known and documented problem that affects many foreign workers; it does not mean you have done anything wrong.
